Washington County Building Inspector
Washington County Board of Supervisors will be accepting applications for the position of Building Inspector.
The County Building Inspector is responsible for inspection activities including the building, electrical, mechanical and plumbing codes as adopted by Washington County. They also review construction activities for adherence to the County's zoning and flood plain regulations. The Building Inspector assists in reviewing, advising or drafting appropriate building, electrical, mechanical, plumbing codes for Washington County.
A Qualified applicant must be able to perform the following duties:
- Conducts proper and timely inspections of all construction activities for compliance with the adopted editions of the International Building Code, National Electrical Code, International Plumbing Code and International Mechanical Code.
- Reviews plans, specifications, and other data to ensure plans meet the minimum requirements of the applicable codes.
- Issues verbal and written orders for the correction of defects in materials, workmanship, and other code violations.
- Explains and interprets codes and regulations to owners, building contractors, government officials and general public.
EDUCATION, CERTIFICATION AND/OR LICENSE Requirements:
- Possession of a valid State of Nebraska motor vehicle operator license.
- Washington County will train and reimburse successful applicant for testing
- The timeframe for obtaining Certification and/or Licenses is negotiable.
- An ICC Residential Building Inspector.
- NDEE Onsite Wastewater Treatment Government Inspector.
- Preferred Candidates will hold State Electrical Inspector Certification (licensed as an Electrical Contractor, Class A Electrical Contractor)
-    1. Council of American Building Officials
-    2. International Conference of Building Officials.
This position will also require ability to utilize Microsoft Office and work with other software systems involved with the Planning and Zoning Office.
Other Requirements for this position are:
Work is generally performed outdoors year-round, periodically during inclement weather at construction sites which may be dusty, noisy and hazardous. Job duties require a considerable amount of physical activity, including walking, standing, kneeling, bending, crouching, reaching, and climbing. Applicant must possess the coordination and manual dexterity necessary to physically access construction sites to conduct inspections and ability to lift up to 50 lbs.

Washington County Roads Department
POSITION TITLE: Secretary
DEPARTMENT: Administration
REPORTS TO:Office Manager and/or Highway Superintendent
POSITION SUMMARY:
Provides clerical, accounting, bookkeeping and personnel support to the Administration department.
Answers general inquiries and provides research and necessary information to customers, employees, and supervisor. Maintains confidential, accurate, and up-to-date filing system.
PRIMARY RESPONSIBLITIES:
1. Provides clerical support for the Administration department. Reads and routes incoming mail. Answers
telephone and gives information to callers, routes calls to appropriate official, or takes messages as needed.
Schedules appointments for customers and employers. Greet visitors, handling their concerns and
complaints or directing them to the appropriate official. Composes, types, and files routine
correspondence and other records. Completes special projects including work processing and mass
mailings, as needed.
2. Provides accounting support to Administration department. Maintains accurate accounting reports
and filing system. Enters and retrieves information, as required.
3. Provides bookkeeping support to Administration department. Prepares and maintains cost and
budget reports and inventories regarding county machinery, equipment, materials, and townships
to ensure proper documentation and adhere to county regulations. Develops, updates and maintains
any other bookkeeping files when needed.
4. Provides personnel support to Administration department. Accurately collects and maintains monthly
attendance records of employees. Prepares and distributes monthly payroll for employees. Maintains
precise and confidential records of all personnel information. Enters and retrieves information, as required.
5. Prepares daily, weekly, monthly, and annual reports in conjunction with Washington County and State of
Nebraska regulations. Prepares documents, contracts, bids, and permits regarding current Washington
County Road Department projects.
6. Provides necessary research to appropriate personnel regarding specific Washington County Road
Department projects.
7. Updates and maintains a general working knowledge of departmental computer programs and
GIS MAPPING helpful.
8. Operates hand radio to receive and relay information to employees and supervisor regarding gravel
and rock orders and other pertinent job information. Distributes maps to employees and customers
that provide proper location of county employees and projects.
9. Notifies proper authorities (ie., law enforcement, school districts) regarding road closures or general
road information.
10. Maintains contact with supervisor to receive work instructions or to provide supervisor with
administrative information.
11. Performs all other duties as assigned by Office Manager or Highway Superintendent.
WORK RELATIONSHIPS:
Continuous communication with all Washington County Roads Department personnel and County Roads Superintendent in supporting the daily functions of the department. Communicates regularly with Washington County Courthouse Officials and other government entities to provide road information. Frequent contact with truck, gravel and supply companies, and other outside agencies. Frequent contact with local county residents, dealing with concerns and complaints that residents may have toward Washington County Roads Department services.
WORKING CONDITIONS/EQUIPMENT:
Work performed indoors with physical activity consisting of normal office work and occasional light lifting. Utilize basic office machines and computer equipment continuously.
MINIMUM QUALIFICATIONS:
- 1 year advanced education or the equivalent in experience.
- 1 year applicable experience.
- Strong PC skills, including word processing and spreadsheets.
- Strong working knowledge of bookkeeping and accounting principles.
- Strong organization and communication skills.
- High level of accuracy.
- Ability to handle confidential information.

POSITION TITLE: Heavy Equipment Operator/General Laborer
DEPARTMENT: Maintenance
REPORTS TO: County Roads Superintendent
POSITION SUMMARY:
Assist in the upkeep and maintenance of Washington County Road Department projects by providing the safe and professional delivery and application of construction materials to specified destinations. Supports other departmental personnel during peak business periods by operating heavy equipment.
PRIMARY RESPONSIBILITIES:
1. Ensures that equipment are correctly and safely loaded and unloaded. Loads truck by hand or by
operating mechanical loader.
2. When driving truck to destination, applying knowledge of commercial driving regulations and area roads.
3. Removes snow and ice from road surfaces by operating the equipment necessary as conditions warrant.
4. Maintains a daily, weekly and monthly equipment log, according to county regulations.
5. Performs and records routine maintenance of equipment and supplies, according to
county regulations.
6. Maintains telephone or radio contact with supervisor or office to receive delivery instructions or to
provide supervisor with information pertaining to jobs assigned.
7. Performs labor-intensive task (ie., trim trees, shop maintenance, lay culverts, welding, redecking bridges)
on specified projects when needed.
8. Placed on on-call emergency status during winter snow and ice storms or when conditions
necessitate.
9. Generates and display proper decision-making techniques while working independently.
10. Aware of traffic and terrain features at all times.
11. Performs all other duties as assigned.
WORK RELATIONSHIPS:
Interfaces with Washington County Roads Department personnel in supporting the daily functions of the department. Communicates regularly with Washington County Courthouse Officials, local gravel companies, and other outside agencies. Frequent contact with local county residents, dealing with concerns and complaints that residents may have towards Washington County Roads Department services.
WORKING CONDITIONS:
Environmental Conditions: Work performed indoors and outdoors, with outside work subject to extreme temperatures, dusty/dirty conditions, and loud, constant noises.
Physical Requirements: While driving truck, physical activity consists of frequent sitting for long periods of time. While performing other labor-intensive tasks, frequent standing and walking is required. During both these working conditions, frequent lifting, pushing, or pulling of heavy objects weighing fifty pounds or more is required. Due to fast approaching motor vehicles and weather conditions (snow and fog), good clear and contrast vision is required.
Equipment and Tools: Operation of trucks and other heavy equipment; use of hand and power tools/equipment for labor-intensive tasks.
MINIMUM QUALIFICATIONS:
- High School education or equivalent.
- 1 year applicable experience preferred.
- Drug and alcohol free when working or when placed on on-call status.
- Will be subject to Random Drug & Alcohol testing according to DOT regulations.
- Current Commercial Drivers License (CDL).

POSITION TITLE: Sign Erector
DEPARTMENT: Maintenance
REPORTS TO: County Roads Superintendent
POSITION SUMMARY:
Erects, assembles, and maintains roadside signs at designated locations, using hand tools and power tools. Supports other departmental personnel during peak business periods by operating dump truck and other heavy equipment.
PRIMARY RESPONSIBILITIES:
1. Inspects all county roadside signs on a regularly scheduled basis, ensuring that signs are in
proper working condition and meet county sign regulations.
2. Erects new signs using hand tools and power tools (ie., post hole digger, tamper, air hammer)
through labor-intensive tasks including digging holes, tamping dirt and cement, and setting
wood and metal posts into ground.
3. Replaces or repairs damaged signs using hand tools and power tools through labor-intensive
tasks.
4. Computer knowledge of GIS mapping helpful.
5. Ensures clear visibility of signs for motorists by cutting, trimming or removing any obstructions
(ie., tree branches, weeds, debris) that prohibit proper viewing.
6. Accurately orders and records all county road signs and supplies.
7. Maintains a daily, weekly and monthly inventory of all county road signs and their current
maintenance status, according to county regulations.
8. Maintains telephone or radio contact with supervisor to receive work instructions or to provide
supervisor with roadside sign information.
9. Supports other departmental personnel during peak business periods by operating dump truck
and other heavy equipment.
10. Performs other labor-intensive tasks (ie., trim trees, shop maintenance) on specified projects
when needed.
11. Placed on on-call emergency status during winter snow and ice storms or when conditions
necessitate.
12. Generates and displays proper decision-making techniques while working independently.
13. Performs all other duties as assigned.
WORK RELATIONSHIPS:
Collaborates with all Washington County Road Department personnel in supporting the daily functions of the department. Communicates regularly with sign companies for delivery purposes, along with local lumber yards, gravel companies, and other outside agencies.
WORKING CONDITIONS:
Environmental Conditions: Work performed outdoors, subject to extreme temperatures, dusty/dirty conditions, and occasional loud noises. Minimal interaction with people for continuous periods of time.
Physical Requirements: Operation of hand and power tools/equipment for sign erection and other labor-intensive tasks; operation of pick-up truck, dump-truck and other heavy equipment.
MINIMUM QUALIFICATIONS:
- High School education or equivalent.
- 1 year applicable experience preferred.
- Drug and alcohol free when working or when placed on on-call status.
